Life on Planet Earth seems to be distinctly concerned about the Global Warming mumbo-jumbo that's stealing the show from Copanhagen to Cochbehar. With this rapidly increasing perceived crisis of Efficient Energy Management and the predictions of consequences that follows; the developed and developing countries led already developed countries have managed to create enough awareness or I should rather say fear among the general as well as privileged population about our lovely planet's pathetic end. However according to the geologists, physicists and the bureaucrats this unfathomable melancholy can be contained or prolonged if men-of- the- lesser kind choose to cut down on their daily contribution to(to be read- emission of) carbondioxide. For the industries there has to exist a yearly disclosure of audit on carbon emissions, which industrialists has to provide through a person designated as Energy Manager or Auditor. And here comes the time reveal the boom of global warming. I guess this proves that great soul who once said that even the darkness has a brighter side. We can expect this to create a niche of a profession for Engineers as well as Graduates.

Why energy Managers?
It all starts or fails with energy managers ! No energy manager in a firm means no voice to invest in energy efficiency. No voice implies no annual budget for energy conservation measures. Having no annual budget means no energy efficiency measures are implemented & no energy cost reduction.
Bureau of Energy Efficiency has conducted yearly National Level Examinations since 2004, for Energy Managers & Energy Auditors certification

The Government of India set up Bureau of Energy Efficiency (BEE) (Website: BEE Official site) on 1st March 2002 under the provisions of the Energy Conservation Act, 2001. The mission of the Bureau of Energy Efficiency is to assist in developing policies and strategies with a thrust on self-regulation and market principles, within the overall framework of the Energy Conservation Act, 2001 with the primary objective of reducing energy intensity of the Indian economy. This will be achieved with active participation of all stakeholders, resulting in accelerated and sustained adoption of energy efficiency in all sectors.
Role of BEE
BEE co-ordinates with designated consumers, designated agencies and other organizations and recognize, identify and utilize the existing resources and infrastructure, in performing the functions assigned to it under the Energy Conservation Act. The Energy Conservation Act provides for regulatory and promotional functions.
Regulatory
The Major Regulatory Functions of BEE include:

  • Develop minimum energy performance standards and labelling design for equipment and appliances

  • Develop specific Energy Conservation Building Codes

  • Activities focussing on designated consumers

  •  Develop specific energy consumption norms

  • Certify Energy Managers and Energy Auditors

  • Accredit Energy Auditors

  • Define the manner and periodicity of mandatory energy audits

  • Develop reporting formats on energy consumption and action taken on the recommendations of the energy auditors
Promotional
The Major Promotional Functions of BEE include:

  • Create awareness and disseminate information on energy efficiency and conservation

  • Arrange and organize training of personnel and specialists in the techniques for efficient use of energy and its conservation

  • Strengthen consultancy services in the field of energy conservation

  • Promote research and development

  • Develop testing and certification procedures and promote testing facilities

  • Formulate and facilitate implementation of pilot projects and demonstration projects

  • Promote use of energy efficient processes, equipment, devices and systems

  • Take steps to encourage preferential treatment for use of energy efficient equipment or appliances

  • Promote innovative financing of energy efficiency projects

  • Give financial assistance to institutions for promoting efficient use of energy and its conservation

  • Prepare educational curriculum on efficient use of energy and its conservation

  • Implement international co-operation programmes relating to efficient use of energy and its conservation
